In majority of cases the dark discoloration is the result of too much exposure to sunlight. Did your sister have been exposed to too much sunlight recently? Even certain medications can cause hyper-pigmentation of skin that also includes hands. Ask your sister whether she is taking any pills? It can also occur as a result of eczema or any other skin condition.
